Yes, he is wearing seersucker overalls with monkeys on them. According to Wikipedia, beginning in 1996 the US senate held a seersucker Thursday in June where participants dressed in traditional southern clothing. Sadly, this tradition was discontinued in June 2012.

He is so precious! I will post a photo of Nathaniel wearing seersucker overalls, too, in honor of national seersucker day. Or whatever it was called.
